Why dont they have shields? I'm guessing it has to do with balance but still they normally did in the series.

Drones did, their ships didn't. Or if they did they functioned very, very differently from what other races would consider 'shields'. Before the Borg adapt weapons fire will rip apart their outer hull. Afterwards phasers have no effect whatsoever, even with direct hits to their hull. The Borg are much more advanced than the Federation and their defensive systems aren't well understood.

In-game, the Borg no longer have shields, both moving them closer to canon and making anti-shield weapons like the Nebula's shield disruptor much less effective against them (hence my original comment).

However, this should (theoretically) give you a better shot with the tachyon beam, ion cannon and heavy plasma torpedo. Huzzah!
