Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.

A special gamemode "mobs". I think the mode is multiplayer only. Anyways, it's a bit like MOBA or some old Warcraft 3 maps, two teams, and the militia spawns in waves in equal amounts for both sides. plus defends bases and all. So apart from player units you also have these dudes, so the battles are more intense.

Why is the machine gun being used by the driver? Who is driving the vehicle?

That guy is the gunner not the driver. Usually in tanks and apcs the crew is not exposed (with the exception of the gunner in certain apcs).

Vehicles are operated by a crew of people working together as one unit. Typically the crew consists of:

Commander: Responsible for overall control of the vehicle and commanding other crew members as required. Spots targets and decides plan of action
Radio Operator: Operates the radio and maintains communications
Gunner: Operates the vehicle's main weapon(s) under the direction of the commander
Loader: Loads ammunition into the vehicle's weapon(s) as directed
Driver: Drives the vehicle under the direction of the commander

The person you see in this render is the gunner while everyone else is inside. Depending on the design of different vehicles, some of the aforementioned roles may be combined into one person (For example, in many pre-WWII tanks, the commander also served as the gunner)

The M113 has the driver on the left side in the position the gunner occupies in this model.

Why not making an additional faction of it? like some add on, or maybe make it canon?

Description

The versatile and venerable M113 APC, though heavily outdated, still finds use in reserve forces, police teams, poorer national armies, and PMCs that cannot afford more expensive modern transports. Armed with an M2 Browning .50 Caliber machine gun for defense, this APC is able to comfortably carry 6 infantry to their destination with the protection of the APC's armour. However, it should be noted that despite the M113A3's upgraded aluminium-alloy armour and internal spall liners, this armour is inadequate for defense against modern tank weaponry and anti-armour weapons, therefore it should avoid direct engagements.
