Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.

Salvaging a crate from a Chinese Tier 2 vehicle allows you to equip a Recycler with a long-ranged EMP blaster that is ideal to stun enemies prior to an ambush.

Actually is more of a unique GLA version of the Weapon
Not quiet, there are special salvage crates for each factions. Once collect these crates, they gain access 2 kind of stolen weaponry.

Yes, the Recycler can obtain unique upgrades from all factions, including the GLA itself.

It was not shown directly, but the EMP shells was a part of testing. The one Recycler near the Command Truck was the default one.
