Breeder Reactor is the name of a particular type of real-life nuclear reactor technology that's more efficient than a simple fission plant. It's a fairly complicated question of nuclear physics but basically it means that the radioactive decay of the uranium inside the core actually produces plutonium, which can be put back in to the reactor... or used in weapons. NOW you see why it's useful!

Actually, Breeder Reactors are not as efficient as the normal fission reactors due to the fact that they use, I believe, Plutonium-239, which isn't as power efficient as the Uranium-235 that's used in fission reactors. Less of the Plutonium is used up during the breeder process than the uranium in the fission process. The breeders produce more radioactive waste.

a nuclear reactor exploding isnt a nuclear bomb since its controlled and even during the explosion it will be since the isotopes are allined.
the only thing that would happen is that there will come fallout.

Not really, it goes away from the main basis of the game. The Chinese are the ones who have nuclear technology and having more than one faction with the same tech, as the dev team have stated in on comments from other screens, make the game monotonous and not fun. The Russians have their coal power plants, which, out of curiosity, is that based off what the russians use primarily in real life?
Yes, Russia uses a very large amount of coal power. Their electricity also contains a significant quantity of gas-fired and nuclear power plants, but thermal coal has always been the cheapest and most readily available to construct.
