Good idea, bad execution. Too much enemies, even for a prison.
Old but gold. One of the best, yet simplest mods ever made. Has a few rough spots, and the difficulty's sometimes a little excessive, but still a must-play.

This is how I fixed Error: could not load library client.
The problem seems to be the install wizard. Instead of opening Riot_Act_1.0.exe, I unpacked it (using 7-Zip) and then copied the folder "half-life 2 riot act" into C:\Program Files (x86)\Steam\steamapps\sourcemods. Applied the Source SDK 2013 patch, restarted Steam (with Source SDK Base 2013 Singleplayer set to Betas - upcoming) and it works :-)

"Riot Act" started off pretty well. You start out this mod locked up in an gargantual prison complex -- which is a 'motif' that is far too common in HL2 'user-made' mods-> (i.e., beginning mods in jail or in a subconscious state, or being operated upon, etc.....it's as if everyone who develops user-made mods is a stupid little bitch who enjoys playing the part of a victim. Why not start out a user-made mod having lots of weapon and being able to IMMEDIATELY kick the crap out of every ******* combine 'BULL' or any other enemy you come across?).
As far as I 'know' (I did not complete this mod), this entire mod takes place in the aforementioned large prison facility. The combat initially -until I abruptly 'quit' this mod- was, if anything 'too easy'/too 'fair.' There was plenty of combine prison guard/bulls, but they were never overwhelming....and you had the assistance of several other 'friends' who also had weapons....
At one point in this mod, I eventually came across a combine 'turret' gun. I thought to myself: "Now I can really do some melee damage, once I 'man' this turret gun.." Unfortunately, and inexplicably, the gun DIDN'T work: It 'fired' but the bullets were duds.....even at point-blank range they didn't do any damage to the combine 'bulls'......so for the first time in the mod I was IMMEDIATELY forced to use several cheats to avoid being killed by this combine ambush. Had the turret gun functioned correctly, I'm sure I would've taken very little damage from the 20 or more combine 'bulls' that simultaneously began flooding through the door once I 'manned' the turret gun.
Not much later on, there was a point in the game where combine bulls began 'respawning' -- all the while tanks were firing on me. The combat difficulty at this point was an absolute joke; utterly impossible, so I gave up on the mod at this juncture.
"Riot Act" initially showed a lot of promise, then completely went 'south. All things considered, I rate this mod a 5 out of 10.
yeah you wasn't supposed to win that fight . Just run to next building. But I digress. It was poorly telegraphed. Should have a citizen on the other building to signal the player to run.
Anyone else having the problem with the strider using it's laser to insta-kill, forcing you to use god mode temporarily till after it fires?
Try to hide some wall before strider using that shot, It will decrease damages.
Only work on Easy. On hard the beam instant kill you through the concrete it. The strider have a script for 100% accuracy and ignor cover in this section.
