It looks awesome, but something about it just seems wrong. Like it's lopsided or something. Might just be the drawing though, the model will probably look righter. I think the thing that makes it feel weird to me most is that it is comprised mainly of sharp corners, and there is this random curved metalic area jammed in the center, and the perspective on the foremost tower(the one with the nuclear symbol on it) looks a bit off in the center.
All in all though, epic idea.
That nuclear symbol circle is definitely not 100% on perspective. But as far as the general design, I went for a feel of a collection of the three techs (magnet, tesla, nuke) thrown together around that central, utilitarian, sloped building where the researchers would eat, sleep, and go over their findings.
That's the idea anyway.

Yeah, the whole leaking radioactive chemicals/coolant and age-cracked smokestacks weren't even a theme for the soviets, which means it should be even less so for a team that's supposed to be a fusion of Allied and Soviet design.
Maybe if those are parts of the structure damage phases, but that just seems like a gross overstatement of workplace hazards, that, lets face it, would debilitate their forces. Everything else is fine, I don't even have a problem with the skewed perspective on the radioactive symbol, but come on, leaking toxic glowing goo, WHILE running at full efficiency?
The United Coalition lacks the subtlety that even the Soviets lack, and the Soviets aren't that "dirty" in RA3, anyways.
Besides, the UC rules the world; who's going to speak against them on environmental or safety causes?

It actually loox like something you would see put together by the .. what are the neutral units in CC3 TW .. the "we'll fight for you" rebels.. Its as if say they were able over time to obtain or steal technology and put it together to get this functional but unstable looking structure!
Man that could be a really good faction, where they have some unstable buildings that are polluting on large scales, they would also have the desolator from uprising that sprays that toxin ..
Anyways, I wouldnt think Allies/Soviets would build together something so unstable looking honestly, mehh anyways good effort but it loox like you would want it on the other guys team :p
You'll probably have to make it look bigger than other buildings (similar to the battle lab), so we can see the details, and so that it looks practical. But very nice idea, overall.
Suggestion: Change the tesla orb thingo into a more detailed, fragmented assembly.
It looks like it was just pieced together. Lets hope it looks better as an actual model!
...Why is it spilling toxic goop over the side? That can't be healthy for anyone.
