Just Rules aims at increasing the strategic options in RA3. It includes things like a more balanced upgrade system, revised protocols and build limits on each unit design to discourage spamming and encourage diverse unit formations and strategies.
Needed a queue for upgrades. The Aircraft queue got the job. MiG self reloads now and Kirov airships will get moved to a new protocol power of some kind. AI does not seem to be affected by the change. So, that makes it easier.
Allied and Empire changes still in the works. I post their solutions when I create them.

Kirovs will be used in a new protocol power. Maybe with some autocannons added on them for defense.
Will the allies get similar?
yes, although they will need more work to balance as vindicators would not be effective given the lack of an airbase. I would really like to give the cryocopter a muiltigunner secondary ability and use the shrink ray as a aoe protocol power.
maybe use allied airfield as warfactory, maintaining an allied airfield, and add a nod airstrip like feature to bring vehicles to the battlefield, i mean the airfield already has a landingstrip(center of the airfield).
It would actually be better to move the helipad creation point to just outside of the airfield and make them appear to chronoshift onto the battlefield.
This reminds me of the old RA2 days. It would be awesome if the aircraft came out of the top like in RA2 but I think that would be pretty hard to emplement into the mod.
Might not be difficult code wise. The airfield uses two creation points; so the war factory could be given a "helirpad" as well.
