The Penal Legions mod is an additional race modification for Dawn of War Soulstorm, based on Penal Legions and also Abhumans from Militarum Auxilla, the division of the Astra Militarum that contains most of the Abhuman units of the Imperial Guard.
Penal Legions are Imperial Guard forces consisting entirely of convicted criminals, debtors, liberals and other social transgressors against the Imperium of Man. By serving in the Penal Legions these individuals are given the chance of redeeming themselves in the eyes of the Emperor.
An Abhuman is a descendant of baseline Human settlers whose ancestors mutated and physically adapted to various extreme environmental conditions after being isolated for thousands of standard years on colony worlds across the galaxy. Some Abhumans may also be intentionally genetically engineered mutants created for a specific purpose.

Penal Legions mod development continues!
Despite the lack of new showcase, we’re still working on it. A lot of assets are currently been finished (animations, icons, fx, voice lines and much more).
The Penal Legions will be made up by more than 30 different units and 9 buildings. It’s a new faction which relies strongly on infantry, whose members are forced to volunteer and fight for the Emperor. Some units would help to keep the morale up, like the Cadet Commissars. This is important, since a high casualty rate would be expected while playing Penal Legions!
Their partial lack of heavy amour is compensated by their unbreakable will to make amends for their crimes and serve the Imperium through sheer numbers and original abilities to destroy the enemy. Other units will be deployed in smaller numbers with several special abilities that would help to finish the job.
Their ranks include Penal Legionnaires and Abhumans from Astra Militarum Auxilla. These second-class Imperial citizens are employed as cannon fodder just like their human companions. They can be bulky, sneaky or fast, so they can have different roles. For instance, the Sanctioned Imperial Beastmen can be useful as a strong melee unit.
Also new mechanics are being tested, in order to add a new flavor to the classic vanilla Imperial Guard, and of course get a new faction as balanced as possible. We might add new abilities as we march on, like these Savlar Chemical Dogs picking up some spoils of war!

There any plans for Unification mod support? Mod looks really promising! Would love to play against other modded races with 'em.

Always love to see more Guard content for DoW, can't wait to see what this mod can do with it.
After 4k models that load the game and anime in unification, it's a pleasure to see your models, you observe the style of the game itself, and in addition you make new models that are combined with vanila. Respect only to you for making high-quality models specifically for DOW, and not porting and stealing from other projects.

There is a Unification that just takes ready-made models and transfers them to DOW without any changes, there are other guys who do everything themselves and do not take models from anime or other games.
dang i forgot that a few ported models they have discounts the hundreds of hand made ones they have made for the entire dow community.........
