The description mentions that MERP starts when Isengard is still nice and green but will Isengard degrade as time passes ingame?
Yes.
But hopefully it will be more dynamic or will it happen in like five seconds? I surely don't hope it will. :-)
If smoothly is not feasible we'll make sure it doesn't happen when the player is standing in Isengard.
lOl shame many games do not give us(the player) as much as this simple little thing huh... great idea though to even TRY and make it degrade over time.

As stated, Rohan will be roughly the size of Skyrim in area, but will be more roomy as there aren't mountains running throughout it like Skyrim. Much more open.
'Disable Fast Travel' mod, anyone? :P
