It's a statue. But yeah, they are probably made by the descendants of the Drúedain. Some stories about them are in Unfinished Tales indeed.

the Drúedain made them, they are the people living in the Drúedain forest in the cape of Andrast west of Gondor.

That forest is located in Anorien north west of Minas Tirith though. Not in Andrast.
The ancient forests covered rohan before so that would be invalid as those dead-men that live in the mountain are not those that made the Pukel-men. And if I'm not completly wrong. The Druedain used to live in the forest west of rohan before the Arnorians and Gondorians chopped much of it down.
