Yup. There is one mode called "Normal" that is the default, it is forced 1x. Then there is "Dynamic" that scales based on your resolution. Scaling thresholds are x= n * (640x480). So min resolution for 2x is thus 640*2 x 480*2 = 1280x960. And just multiply by three or four or whatever to get the min resolution for those.
There is also a "Relaxed" mode that uses 450 instead of 480 for scaling, for those that have odd resolutions.
Good eye (pun unintended), 'Eye.sys' is a personal take over vanilla's 'Starlight'. I tried to enhance the blue with a little bit of cerulean shades, the result should be more rich in terms of hues.
'Revision Red' is currently a candidate for the chair of default for Revision, along with a couple of others. We'll see which one wins considering the other pieces of in-game graphics (;

Is 2x interface included?
Yes. In general it's just scaled up graphics, however some things like computer login logos and datavault images will have dedicated 2x graphics.
