Have you tried deleting your Zero Hour Folder and reinstalling everything? It may be a compatibility issue with your computer hardware and operating system. Its a weird bug I know. I am still using WinXP for various reasons such as that.
(you can probably thank Microsoft's failed efforts on backwards compatibility)

This is another Screenshot of an alternate Shellmap available in the new Beta version 1.4 of the Mod.

Note that the green cloud is not Tiberium related. Instead, it is the recreated green smoke flare seen in special missions of the original C&C game.
