I never thought I would see the day that someone makes a conscript that deviates from the typical conscript most modders and designers create. Either that or I read the description wrong.
Agreed. Most RL conscripts are just as well trained as drafted or voulunteer soldiers.
Whether or not you read the description wrong depends on what you mean by the typical conscript.
From understanding that would be the Soviet style Conscript you might see in Red Alert. If so, then yes, it is definitely not like that at all.

Conscript Rifleman: After decades of constant warfare and economic stagnation which brought both the Chinese military and populace are on the brink of collapse, the APLAFHC realized that it can no longer afford the luxury of numbers of as much of the population was unfit for military service due to terminal malnutrition. The final wakeup call was during the Guangdong rebellions, when thousands of Red Guards deserted their post to join in the rebellion. In 1975 the APLAFHC initiated a new training and equipping program for their conscripts, the modern conscript rifleman was the result. Armed with an 8.2mm QJZ-9 Compact Assault rifle and equipped with head-mounted infrared goggles, these men are far better trained and equipped than their Red Guard predecessors. Though one thing lost among the modern conscript rifleman was the ability to learn from combat experiences. This is caused by their training, which stresses the supremacy of the party and the central government and the dangers of “personal beliefs and lessons”. Any conscript rifleman caught deviating from his standard training is immediately transferred into one of the penal brigades, where survival rate is close to zero.
