Have you tried my fix for the issue? I see that you said that you have tried "other solutions", but I don't know which ones.

I'm guessing that you're using Windows 8 and Steam? I am, and I had the same issue as you.
I'm not sure of the exact problem, but it seems to be a permissions issue with the batch file, itself. What I did to "correct" this is I copied the batch file and .cfg file from another mod (in this case, Thera), pasted the copied files in "The_Elder_Scrolls" modfolder, and modified the files to read from the "The_Elder_Scrolls" mod folder.
If you don't know how to do that, here's how:
For the .bat file
1. Rename the file to "The_Elder_Scrolls.bat"
2. Right-click on the file and paste: "cd ..\..
start kingdoms.exe @mods\The_Elder_Scrolls\The_Elder_Scrolls.cfg", making sure to replace all residing text (no quotes)
3. Save the file and exit
For the .cfg file:
1.Rename the file to "The_Elder_Scrolls.cfg"
2. Find the line that says "mod", and change the line after the "=" to "mods/The_Elder_Scrolls".
3. Save the file and exit.
It should then run just fine. I hope that this helped!
The map is slightly expanded (sadly, not exactly like the pic to the right) and there are many new regions and many more have been revised. :)
Just to let everybody here know, a closed beta for 1.6 is being tested by myself and others over at the Total War Center.
I can't say when version 1.6 will come out, but we beta-testers are working hard to get it released as soon as possible. :)

It's not difficult so much as time consuming. And if you do not possess the correct tools, it is even more of a pain to add and remove animations and skeletons.

Go to your options menu and change the resolution size to match that of your desktop, save, and quit.
Alternatively, you can open the "Warhammer.cfg" file and change the line that says "windowed = true" to "windowed = False"
