Considering what he said maybe he means the AI sometimes deploys more than the limit the player has in battle for example you can only have a limit of 40 and the AI deploys units which add up to 50 or so, maybe?

One thing I have a problem with is buzz droids, they make droid fighters too effective where they slaughter larger forces with ease simply because they do to much damage to Republic ships I often have the AI disable even the shields of a Venator just by spamming buzz droids over it.
I have that problem as the Rebellion, before I can make anything I'm spammed by fleets of ISD's and other ships that the starting units can't fight against.

You know advice is still constructive even if it comes from someone who does not follow that advice themselves. If someone ignores advice because it comes from a hypocrite than they shouldn't listen to advice from a regular person either.
