I think you should be able to join the fellowship because Oblivion is an open ended game and also because i really don't think joining the fellowship would change history because the path was decided by Frodo and not the other members

dude, the designers haven't been on for like a month at most, it's not dead. The development team is just catching up with things in their life and Increasing the game content.
