He just downloaded it obviously. You can tell by the quality of this render compared to the one on TS.
Once again, as I posted on an earlier in-game render of the shotgun here: The white tape is a no-go. No soldier, SWAT or any other police organization in the world would apply something like that, as it's easy to spot.
Besides, having that white glow right in the face is distracting. Btw, there's a very obvious texture seem on the gloves. You might want to try to do something about that. :)

The weapon model is too small. :( And in my opinion, the post processing is a bit too strong as well.
The same 3D Software package you use for everything else. Hell, you can even use Google SketchUp if you wish.
4k is a pretty low budget for todays standards. Just pointing it out, friend. ;)
The Engine has nothing to say about the gameplay or visual style. It's all up to the developers to decide how it should feel and look.

The model could still be optimized to 28 triangles. If it were a box with a deleted top, it would be 10 triangles.

A lot of the metal parts are taking up the space, so the wood only got a little under 1/4% of the UV space.

And why do you want the polycount? You can't use it for anything. For games, it's the tricount that matters. Mine's; 3.560
