This feature would require expanding the list while retaining the scrollbar’s original size, reducing the padding of the list items and finally expanding the dimensions of the entire menu from the top left to the bottom right corner.
The latter would require edits on all Pip-Boy menus, and it was done in a manner that allows VUI+ to be compatible with all Pip-Boy variants such as Pip-Boy 2500. You can edit the settings file to modify these dimensions.
