Due to complaints about this Random Event (and the fact that some people simply don't like it) Sinful Studios has developed a small mod for people to download that removes the Open Rebellion Random Event.
This mod is not difficult to reproduce, but this is mainly to help those who are not comfortable editing their game files like mod developers are.
NOTE: Requires Stellar Phenomena DLC and Rebellion v1.80

Like PichuTrainer said, and like the description says, it's just something easy for people to install if they specifically don't want the "Open Rebellion" Random Event.

Or you could simply build a couple broadcast centers. Open rebellions drove my friend and I mad in our first 1v1 after the DLC... until we figured out that having your culture on a planet either eliminates or drastically reduces the chance for them to happen. We were getting one each every couple minutes and couldn't fight each other for all the time we spent defending our empires, until we built a couple broadcast centers each and didn't see another one again in the remaining four hours the game lasted.
It's not that, I like the Random Events but the Rebellions do get a tad bit annoying, as I to advance at the same time as Colonizing.
