THIS IS A PATCH FOR 1.32. this patch fixes some issues that were happening far too often with the previous versions, such as the oregon war escalating, US annexing all of mexico too often, prussia being too weak, french exclave in the congo, etc.
It also seeks to improve the ai a bit further and has a bunch of other smaller changes, such as province shape changes in Poland to better simulate interwar borders.
1.33 changelog:
ai loses their minimum tariffs modifers now if they have a good reserve now, it should actually help them in finances in the long run, because it seems lke the AI thinks it is poor if it's tariffs are high
french language schooling can now be taken in 1870 (10 years earlier) and affects occitan land for 10 more years
russia can now no longer see the decision to sell alaska if they dont own it
fixed france often colonizing a part of the congo that is landlocked
fixed ai stating african land quite early due to decisions
made peasant reform decision slightly easier to take from 1880 onward
increased mobilization size bonus from NV's by 1% across the board otherwise it's just too weak early game and for countries with national values such as freedom
changed province shape in poland a bit to better simulate interwar borders
england can no longer take a decision against portuguese colonies linking on repeat whenever the truce is up. it is now only able to be taken once
fixed spain paying too much infamy to attack morocco via decision in 1880
you can now take naval reforms as an unciv even without having a single port, because it could cause the AI to get stuck wanting to pass a naval reform without ever doing it until reloading
becoming poland no longer needs prestige because of weird thigs it could cause with desunified polands
the aland islands now belong to finland at game start for gameplay reasons. it used to cause russia to want to blob into stockholm, and also caused issues with scandinavia vs russia wars. it also often became filled with russians very fast
organizing ethiopia now clears their "existing country" flag, which means they should civilize on release
djibuti is now part of the eritrea state, so it can possibly be colonized by someone different
somalia is now only 1 state
merged 1 ethiopian state and made the borders a bit better
merged a moroccan state, and made the gold province purely inland so france doesn't blob there uglily all the time
USA and Anglos should be more willing to compromise on oregon now
the infamy humiliate/cut down to size cb now costs a bit more infamy so it's harder to hit countries with militancy/we peace deals even without winning that hard
fixed an issue where paraguay would attack uruguay to puppet even while uruguay didnt exist (i hope)
schleswig-holstein should no longer lose cores on schleswig should denmark win, which used to let the germans tehre get assimilated
switzerland no longers gets attacked by neighboring countries if it violates it's own neutrality, so it's actually playable in that case
military directionism tech a lot more expensive now, so that countries RP generation matters more, rather than invention luck chance
added slightly more north caucasian pops at game start, so it doesn't become russian as fast
event formed NGF should form a bit sooner now in case germany gets very divided, and switzerland can no longer become the NGF (oops)
prussia now starts with 10 more prestige at game start, so they aren't as likely to fall out of GP status accidentaly after losing an early game war
treaty of simbulakro for portugal should now work correctly
italy now actually loses cores if it does the concessions with germany/austria
made the take from sphere CB a bit more flexible in case of culture unions
france now starts friendly with madagascar and the UK with johore
The US should be less likely to annex all of mexico now

nerfed qing research point generation a bit
yunnan and the uyghurs should revolt together with the taiping a bit faster. they also have better event generals now
lowered starting relations between morocco and algeria so they're less likely to ally
added a failsafe to the enslave the free event if the american civil war didn't happen
ai russia should now keep manchuria if they justify for it instead of returning it for treaty ports
manchuria has better reforms at game start, instead of chinese reforms, they have 3 military reforms. gave them more soldiers too. the idea is to make them more mightocratic and so that they help china militarily a lot, and also to make them more playable
china should westernize a bit later now

After updating it seems to work great! The only bug I could see at start was the United States of America had a different flag. It was completely dark blue and had two hoops at the top (like the number '8' except on its side).
try clearing your documents/paradox interactive/victoria 2/crimeamod/gfx or flags
you need to let the game re-generate flags

you should add the event in france where when they get all their natural borders they will gain cores on them, like those in HFM or GFM.
Reform tab is messed up as well as showing wrong type of pops(showing picture of slave instead of artisan, farmers have pic of soldiers etc) in Population tab.

Keep in mind this is just a patch, the main mod is 1.32, and to keep the patch light, the graphical things are not included. You need to install 1.32 and then 1.33 on top of that

Historical accuracy. Dialects are not represented unless they serve some purpose (such as picards, which serve the purpose of being a culture belgium and the netherlands can accept)
Shouldn't they still be a culture, though? Like, as Ruthenian, or something like that. It would make a divide of what Poland could accept vs. not accept, and realistically it just doesn't make sense for Picardy to be considered a separate culture but not Ukraine.
Yes picard is a bit silly i admit but since france can assimilate them properly we agreed to let them stay. it's part of the fun of playing france, to assimilate occitans, picards and waloons
The problem about Victoria 2's ethnicities is that they're not dynamic, so there is no way, for example, for Ottoman 'Romans' to become 'Greeks' or vice versa. Or for Austrian Germans to become 'Austrians' or something else. A lot of cultures in vanilla Vicky don't make sense: south germans in Bavaria could've been just 'Bavarians', but then you have a problem about how to represent German unity if Germany is reunified.
Honestly, Ukrainians as a separate culture should be in-game from the very start, but Russia should be given an opportunity to assimilate them, like France (for example, if Russia holds Galicia and has certain technologies/reforms). As other commenter has said, it makes sense to make them accepted culture for Poland (or maybe a some sort of federal Austria?).
I'm having problems as Japan, when I win against Russia for Sakhalin the CB doesn't work and Russia gets to keep the northern half.

Is there anywhere else to discuss modding the game other than the Russian Chan site linked from the readme? I can't change the language to English, and it doesn't seem the format to discuss ongoing game modifications.
Namely I want a realistic French Empire. Nevermind that the UK is easily gamed when they land in the same spot each and every time. What bothers me is the low-effort reclamation of Haiti. It needs options. First off, 80-95% need to be removed if that decision is taken, slavery and cash is another bonus, and finally, perhaps a third solution which is simply to push them off on other Caribbean and SA nations. France could move them to South America, Guyana, and then they can disperse from there into the continent. Any decision needs to add or relocate French men to Haiti, because simply reducing the population by half just leaves a big island full of forgotten people anyways.
A point to consider is making sure the Empire is bigger than when the game started, as a trigger to the decisions. Reducing the infamy would make sense. Literal genocide, or slavery, or relocation should have infamy that decreases linearly for each choice, and I really don't believe 20 is justified at all for the lives of some 30,000 forgotten leftovers of the previous Empire.
The russian chan is the only option, and it is only in russian, although discussion is in english.
Relocating the haitians sounds fun, probably will add that. You can already enslave them by just extending Haiti as a slave state when conquering it, which should convert all afro-pops to slaves, or by taking the enslave the free decision.
Is the decision for taking revenge on haiti really 20 infamy? I thought it was lower.
