Annoying bug when LightSource particles were rendered under roads tiles is now fixed.

In essence what was happening before was when a tank fired the light effects were forming underneath the terrain in the game. What he's fixed is made it so the light effects are on the top layer of the terrain so you can see them.
Then the question rises: why was it drawn beneath roads in the first place...
