In AD303, China. Northern hero -- Fu Jian has united the Northern China, but only the Eastern Jin in the southern China. If he want to rule the whole China, but only cross the Fei River and conquer the Easter Jin.
Jin Dynasty once united China after the Si Ma Yan conquered the Three Kingdoms, but it has been weak after War of the Eight Princes, the foreign invaders destroyed Jin Dynasty and captured the Emperor. So, the new founded Eastern Jin has to escape to Southern China
The Fei River became only border which stopped Former Qin's huge army, and defend Eastern Jin.
