Ages of the Federation is a new total conversion mod for Sins of a Solar Empire: Rebellion. This mod takes place in the Enterprise and Original series eras, focusing on the conflict between the early Federation and Klingon Empire. A resurgent Romulan Star Empire, angry and still licking its wounds after their defeat to Earth and her allies waits in the shadows, ready to take advantage of any of misstep by either the warring powers. The Xindi, new to the galactic stage are also eager to forge their own path.

Isnt SS a civilian registry? and if so why would a civilian respond to a distress call? especially one concerning romulans?

Pre-Federation Starfleet vessels either had no prefix or used the prefix 'SS'. It wasn't ungil the formation of the Federation and Starfleet was reformed into the official Federation fleet that they started using 'USS'.

SS is typically used for civilians and freighters. I.E. SS Horizon. USS was used even in Enterprise time period for Starfleet vessels.

You're forgetting about the SS Intrepid.

Also, neither Enterprise nor Columbia were ever referred to as USS. A display in the background is not proof either way - Star Trek is known for such inconsistencies, but the fact is that 'USS' was never mentioned in dialogue (to my knowledge), and neither was it painted on either ship's hull.

Pre-Federation Starfleet vessels are assigned the prefix 'SS' in several books set in this time period.

Excerpt from Bridge Recorder: Audio and Visual display:

"Alright, give me an update," Captain Stewart calls as he walks onto the bridge, cup of coffee in hand and reviewing an engineering report.

“Nothing yet, sir. I beginning to think these miners see Romulans in their own shadow,” Lieutenant Baker says from his navigation position.

“Hey, you’d be jumpy too if you were stuck out in the middle of nowhere on a mining outpost,” Commander Tarrant joins in from her position next to him, at the helm.

“Easy now. Let’s keep a keen eye out just in case there are grouse out here.”

“Aye, sir,” they both reply.

“Grouse?” asked Lieutenant Mitchell from the science station.

“Grouse. You know a game bird. They’re native to Earth, far northern hemisphere. They like to hug the ground. I’m not the only one with a hunting heritage on this ship am I?”

The bridge was conspicuously silent in that moment as the officers looked to each other for a reply.

“I guess I am… Well, they used to send out beaters to scare the birds from the bushes so the hunters could get a clear shot at them.”

“Not terribly sporting is it, sir?” Baker replied.

“You do what you have to for food, lieutenant. This was a long time ago, too. It’s not like anyone does that anymore. Although…”

“Sir?” Tarrant asks.

“Baker, target a couple of those asteroids and loose a torpedo to each. If you wouldn’t mind?”

“Umm, okay? Might I inquire as to why, um, sir?”

“We need some beaters.”

“Torpedoes away. Asteroids breaking up and … wait a minute … Contacts! Multiple contacts! Reading three, no five Romulan ships!”

“Well they were certainly in someone’s shadow, Lieutenant. Shields up! Red Alert! Time to go hunting!”

Pre-federation used NX as their prefix. NX is experimental They revert to NCC when they join the regular fleet. They never used SS until the Refit to Columbia-class. Enterprise took 180-day refit in spacedock. Then she was renamed to SS Enterprise.
