I find WB games to be a waste of time and/or money.
Concept art can't get "wasted". One of the reasons is that sometimes it's basically just an idea of an atmosphere, a style or an emotion. It doesn't always have to be fully implemented in a game.
I'm glad that Third Age TW didn't get a C&D, I still enjoy playing that mod.
Which GoT mod do you mean? :o I only knew one and it seems to be dead.
2. If you are creating a town, many things within the town are placed randomly, because there are many more factors that give the final layout. First of all, decide where the city should be and ask yourself why it is there... (Any salt/iron mines in the near for example? Good defensive situation? An important river? Between two other important cities? Etc.)
Some people prefer making the walls first to create some kind of borders, but I don't like that idea myself. Imagine how the city arised instead, long time ago there were some settlers and they built their huts/houses where they wanted. Later, they needed a church/temple and then a bakery. (Important and public buildings should always be in/near the center of the city, then build the rest around those) The area that is really far away of the center probably is inhabited by rather poor folks. Perhaps the city got rich and could afford walls, even a castle within (same as 1. then). The houses near the center probably got away with the time, or they were upgraded to nobility/merchant houses or any other important buildings.
Villages: Same as cities, just not as developed.
Don't plan too much, it's risky because it might look too artificial in the end.
Btw, I'm no pro or so. I only wanted to show you the way of how I'd do it. :)

There are many books like that out there imo, but I don't know any specific ones. I have done some exterior design myself for personal projects and there are two different ways for me:
1. If you are creating a castle (or any important building that has a function), then you basically need to plan it out, and very few things are placed randomly. The whole layout of a castle was planned properly in reality too. For example, you have a hill and the north side of that hill is too rocky for a passage, so the defences of the castles there are weaker. Then you have to place your towers, walls, etc. from a very defensive point of view. Just imagine how and from where you would try to conquer that castle, after that imagine how you'd defend it and place your buildings where they make the most sense. You won't need many towers at the rocky area for example.

Let's say you want a town for your own fantasy world, and you know that the houses should look like Medieval (1350) houses of a specific region. You basically look for authentic illustrations, no matter if you use any books or the internet. After you find some useful pictures/inspirations, you modify them so they suit to your fantasy world.
You don't search for random pictures. ;)
Concept art mostly and other inspirations... one can't simply start modelling a castle without any references (no matter if those are from google or concept art from another team member).

How do I get these? I never noticed any reward units last year... and I'll be installing CoH again, since CoH 2 disappointed me. :)
