you miss the most important option: to change a game to one's view. Many ppl make mods to fill a niche cuz the game or other mods don't cover that niche. Short story, 'to make games better'

Without a doubt, yes! Taking the example of Middle-Earth mods, there have been some where the modders just share their views on certain aspects of the different regions, how the factions in the action should be , what would they be able to do etc.
I don't mod but many times i tohught of mod ideas to complete with missing stuff or to make something no modder has already done for that game

Absolutely. Improve every aspect of the game that the original devs overlooked. Just like you said: to make games better. That's the main reason in the heart of most modders.
You love a certain game, and you want to make it better. Invest time and effort, give up other things (often including gaming itself) learn and further develop your skills in various areas - all in a single aim: to "reinvent" the game you love - in one majestic grand tribute (or several) :-)

This is exactly what I do whenever I have a slight disagreement with a mod or game's vision. It is silly to think that everyone's ideas of fun are the same. Some people want mirror game balance while others just want to see crazy stuffs. If nobody is going to do or make the change I wish, doing it myself is the way as long as the game is easy to mod.

I'm between wanting to see people enjoy my mods and stepping into game development. I made a WAD for the Ultimate Doom but to me it was like using Doom as an engine to make my own game. I would have made it an original game, probably for a console like NES or Sega Genesis but I'm not THAT programming savvy so I had to look for something I could make a game with and I found out about Doom WADs and thought "that's it!"
