As many of you should have guess, the Flood being announced as a playable faction was a BRILLIANT April Fool's joke......and that was sarcasm.

All the Covenant Ships shown in that last update though, were, infact, real. After our ingenious joke, you may not believe me. And why should you? We just crushed your dreams of a 3 faction game!!! Furthermore, we have some epic renders of the new Halcyon-class cruiser. Mounting a single MAC and what by today's standards would be considered a pitiful ammount of archer missles, the Halcyon makes up for it's lack of offence by being near indestructable due to it's unique design

We Are Legend
Today, Bungie released the Legendary DLC. To celebrate, Broken Line Studios will be host a Halo 3 Legendary tournament on Saturday the 19th. Official details are available on our site (link). It will consist of a variety of gametypes on the default Legendary Maps. Be sure to register before Midnight on Friday to be guaranteed entry.

No, they aren't playable. The sarcasm was refering to the "brilliant" part, as we thought it was quite a lame joke and would be seen through quickly.
