I belive its from the Dynamic Shaders mod, maybe a bit modified... thats where the NV scopes idea started to come true, if I'm not mistaken.
I've messed with the shader_settings.txt enough so it reduces the level of peripheral blur so that it is less noticeable, except on the very fringes of the screen.
No more myopia.
