No, both the builders and survivor squads can build them once you get the upgrade. It also unlocks barbed wire and sandbags.

Although, another quick qeustion, what is the use of sandbags, if you have these? These block movement, I assume, and so do sandbags, but I imagine these are much more powerful. I suppose you could build sandbags in tighter places...

Sandbags can make a wall, which is a big plus, but if zombies group themselves together, with the right doctrine choice, they can crush sandbags. Zombies can't crush this.
