Context :This is a reupload because the orignal mod page is now deleted and have a nazi flag on it (probably a hack) and the author of the mod (The_Dead_Soul) didn't show up for a long time.If the author of the mod want to delete the page i will delete it, I reuploaded it because I like the mod.
Installation :Like most of the Half Life 2 mods you just need to unzip the rar in Sourcemods
It require Source SDK 2013 Singleplayer to work
The mod has 3 Chapters wich are Vertigo, Air Exchange and Route Canal

Is it fixed ? Have you the SDK 2013 singleplayer installed and in beta mode ?
What is the original "Zero Point" mod link, may I ask?
Update (Sep 23 2022): It looks like I found it! Thanks to at Moddb.com.
The original link for the "Zero Point" mod was at Moddb.com - as it appears to have been messed by either the creator themselves, or as you say, hacked apparently.
sorry for not being able to answer before today, apparently the creator deleted everything himself because people said his mod was bad, it's sad but luckily I still had the mod in my other PC.
Yes it's quite saddening they deleted and violated their own page like that.
I know of Ruslan Goffman's mods, but they seem to purposefully create (either) Troll mods (or not-so-good mods,) I think, and then in recent times violate and mess them up for some reason. (Mainly the pages.)
Would have been more good if there was the weather control maps too. The maps that never got past the concept art to the final stage.
Yes but it would have been complicated for the developer since we don't have a lot of information on Weather Control.

Have you checked Combine Overwiki? "WC-Mappack"?
Update: Just google search. There are about 35,700 results, i.e. including - Combine Overwiki, HL2-Beta dot RU. So I mean I guess this is plausible?
Update: I checked the wiki, and there seem to only be refrences in text and no actual screenshots or anything.
So I guess you're sort of correct.
Yeah we only have text for Weather Control, the informations are just to help developers if they ever had to do it on Hammer if I remember correctly.
