I found this ship rather useless and let more Intrepid's and Galaxy's see action.
Yet I haven't really tried the excelsior refit.
As far as I saw it was just a normal cruiser which was equipped with some rocket launcher which made it effective against fighters, too.
Still prefer the Intrepid and Galaxy fleet, but tending to have 1 in my fleet just because it looks better to have several different ships :)
If you are going to have the lakota variant it should have better shields quantum torps better phasers and better speed
