What about the Collector Captains form ME3? Will they be in there somewhere?
Maybe sometime in the future. The current collector side is based solely off the enemies in Mass Effect 2.
They might make an effective Hero unit with some loadout tinkering... Adding a Collector Sniper Rifle, maybe?

will the scion look like the one on ME2 and will it be just as strong?
How it looks is something of great concern right now, as we don't have it done yet. However to your second question, yes Scion are very deadly.
I have R5 and this is my favorite unit on the collectors team. On Death Star I fly up into the rafters in the hanger bay and terrorize people from above with the beam weapon.
