No, they're there for decoration/realism.

Gondor definitely does not need more heroes.
As for a CaH, there are plans for one but we have no idea when we will ever get to them.
I'm not a big fan of Rohan, but they are really nice.

Maybe it's just me but don't their faces look too small compared to their helmets?
That’s how they were in the film, which is what we are mostly following for these designs.
The models look good.I maybe wrong but I think you should put cloaks for elite infantry and cavalry but not for basic units like swordsman and archers , a shield on their back will look good though.
IS this an elite archer unit, like Ithilien Rangers, or a standard one?
