Description
The shockwave and the blast from Topol-M missile are powerful enough to wipe out the entire base(except Command center or Nuke silo),but you will need to get to the rank 5 to acquire this missile.

It has a build limit or is it really expensive?
It comes as a promotion expense,you will need to be a level 5 general to get this power and it can be launched from Topol-M every 6 minutes.You don't need to build anything.
