As a player I assume you have no idea what it takes to actually create a mod. The number one question you don't ask a mod team is "When will it be done?" because there is simply no way to know. I can't begin to fathom the release date for this because there is simply so much to do and we don't have huge amounts of free time. Result? It'll be done when it's done.

You can't Or you need the source files for both or more mods and combine those together and then build the mod.
