So I'm getting the feeling that the rebels are going to be more of a long ranged strategy fleet. will they have any "tanking" or "shield"/"cannon fodder" ships, or will they be a hit and run fleet save the capital ships.

I talked about this much more in the "Faction Guide/Preview" I made after the mod of the year contest. In short they have both, and the Marauder is one of the few ships that could work alright with either group of ships (preferably not directly tanking, but its not more fragile than any other ship of its class, unlike say the Corellian ships or MC30 which trade some durability for speed). Very much so. Early on the New Republic gets large offensive penalties due to their new military and political institutions, but these can eventually be eliminated through research. At which point they become a very well rounded, powerful faction with no weaknesses.

but wouldn't that stop them from claiming legitimacy as a new government?
In Heir to the Empire they were having problems with that while in Corucant, after "freeing" the Imperial palace
I'm not saying to change anything, it would make sense to keep them defensively and the rebellion faction as its special attack force or something like that, I'm just suggesting that you take a look at how different it would be for treaties, ships, naming and overall mechanics of the faction.

That said, officially even in the expanded universe (now Legends) canon, the New Republic was actually declared in 4 ABY (a bit after Endor), way before they captured Coruscant.

Description

The Marauder Cruiser is one of the more unique vessels in the Rebel Fleet, with a rather odd history. Ironically it was designed by Sienar Fleet Systems before the Clone Wars, but was seen as a failure after the Republic decided not to buy the ship. This forced Sienar to sell the production rights to the Corporate Sector Authority (CSA), who then build large numbers of the ships for its forces as well as for the secondary market. Always in pursuit of profits, the CSA has over the years sold the ships to many less than legitimate enterprises, allowing the Rebellion to acquire many of them for their fleet.

The Alliance Marauder Cruiser is significantly different than the stock design, still used by the CSA and other groups such as the recently announced Atzerri Cartel. Original armed with turbolasers, the Rebels have removed much of the forward battery and replaced them with long range Proton Torpedoes, taking advantage of the Marauder's agility and small profile to sneak out of engagements and bombard enemy warships from a distance. In addition to its formidable torpedo armament, the pair of turbolasers on the "wings" of the ship remain for closer targets.
