Actually, The 10th Doctor refused to destroy a huge Dalek fleet. Metacrisis Doctor destroyed it. And the only reason he Interfered in the time war was due to the fact that it was going to consume the Entire Universe and all would go down in flames.
Though 9th Doc wouldn't have thought much about destroying Daleks or letting them live. And if you read Star Trek TNG Doctor Who Assimilation you would know that 11th Doctor also didn't have any qualms when Conduit destroyed the entire Cybermen fleet to prevent them from swallowing the Borg homeworld. So dalekKharn is right. Even though he doesn't have any weapon besides his brain.

Lets not forget the doctor did destroy the dalek homeworld skaro by blowing up its sun, he used humanised daleks to incite civil war between the daleks to have a final end.
He also sent the Martian fleet on a direct course into the sun, oh and destroyed an entire cyber legion as a message.
He gave the family of blood twisted and corrupt versions of immortality, so the doctor can be very dark when he wants to be, heck in the very first story he almost kills a caveman so he can escape!
The Doctor is not as human as we are led to believe. Man is the mechanism of war. War is the way of man. To be a man, you must make war.
For the stupid reason of actually trying to be on the level of such entity such as the Doctor, is a man in a blue box really as great as us? In order to stop us, he would have to stoop down to our level, and the moralities of such a being will prove to be his downfall either way. He would either become human, or he would be victim to those willing to be human in the most absolute way.
We will inherit the stars, the flesh of the heavens will be ours to pick at, and no one would be able to stop us.

As humans, we destroy ourselves everyday.
We breath corrosive gas and drink solvents. Our bodies eat themselves so that we may not be bothered by it in our hunt for subsistence. We find ourselves eating anything that the Earth provides, even things that render our senses numb and make our internal systems violently protest.
But we do this for the sake of beating our enemy. Early man had hunted by persistence, making the hunted die tired. Despite everything the world or our enemy might do to try and stop us, we go on, we persist, either through merit or through spite. Our determination destroys us, but only so that we may rise again and finish what we started.
If we want someone dead, whether it be a god with a bowtie, a race of assimilated beings so bent into their routines that even their billion combined minds cannot comprehend defeat and impurity, or a regime claiming and acting as if they are the master race, they will fall, as is the course of human nature.

We can not even peacefully co-exist on a single planet and I am not just talking about humans fighting each other but also the inability to properly manage our living condidtions.

Yep, it certainly is a crappy deal isn't it? However I seriously doubt corporations out there have the time and money, and the resources to match to colonize other worlds. Well lets hope some idiot out there creates phasic space travel in our lifetimes, seeing that will all be dead in 30-45 years time.

Yeah timelords oldest race in the universe but the Borg can't even defeat the cybermen if you go by the crossover comic, although the cybermen did come first and the Borg designers did say they were influencd by the cybermen.
