The D'deridex is pretty, but this is the ship the Romulans send when they want to obliterate your whole damn civilization.

That's a deliberate illusion on the D'deridex's part. The D-bird was given large, swooping wings, giving it a great deal of surface area and therefore the illusion of immense size. It's an intimidation thing. In reality it probably had about the same amount of mass as a Galaxy class, despite appearing much larger.

As a dedicated assault ship (as opposed to the D'deridex's multi-role design) the Buzzard's mass is much more concentrated. It anything it has MORE mass than a D'Deridex.

Make no mistake, the Buzzard plays a sturdy and potent part in the Romulan fleet.

Yeah, but unless you count STO (which is debatable - just ask Ambarenya if you want to get into the nitty-gritty of the pros and cons of STO as canon), the Scimitar was a one-off ship built by the Remans.

The Romulans can be (and often are) brutal to their enemies, but exterminating a planet in a single stroke? That'd give even them pause. The Romulans don't eradicate - they conquer. And while their sensibilities are somewhat harsher than those of the Federation, they do have a sense of honour and conscience.

The Buzzard is basically the Romulan tank - it has a lot of solid mass and a great deal of firepower making it ideal for assaults, particularly against starbases - it has a Siege Mode, making it unique among all capital ships in the game.
