It's like a Terok Nor type station in some ways, but alot newer and military rather than industrial
it wasnt explained really. There were lots of Dominion ships docked at it, it could of been cardassian in origin, or dom, or maybe a hybrid of both. Seemed to focus on shipbuilding though as a primary.
