Obviously it was one of the assimilated ships of the 5th fleet.

One of the the surviving ships was able to identify all assimilated vessels and this intel was given to the Klingon High Council.

Except the the Federation is a republic not a democracy. If it were a democracy all citizens' votes would be tallied on every issue. What we see and hear is that citizens elect a council that make decisions. Good grief, Klingons, know your government types.

There is no difference between a democracy and a republic... A republic is a kind of democracy.
A democracy without representatives is called a "plebiscitary" democracy. Switzerland for instance works with this system.
