His Daughter is in STO as a Commander (Captain) in the Republic Navy :D

She and her mother also appears in the novels, in a short story about Picard visiting his family. Though STO says she was old enough to fight in the Dominion War, but in that story she was just a child.

Well the episode never said when he decided to defect, just as to why, it may have been years before the episode, it just took him a while to actually be able to leave.
