No. They did actually model it but it was the predecessor to the Elite Combine Synth.
The Elite Combine Synth is actually the predecessor for this thing, mate.
Hence why it has a model, and isn't just concept art.

This guy kinda looks like a Super Battle Droid from Star Wars. I think that's where Valve got the idea from.
