Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.
The original "Crusader" tank was well known for its sturdy but lightweight construction which allowed it to be rapidly deployed around the world, even via air drop. Its weight was still quite significant and its mobility was limited to terrain suitable for a tracked vehicle. Therefore various US defence firms competed to develop a "hyper-mobile armoured system" capable of carrying a similar level of armour and firepower to the Crusader but being able to travel over any terrain type and at a higher speed. In the end only one design was able fulfil all requirements - Mondo Armor System's "Turtle Drive" hover-track system. This design took advantage of the fact that most of the time tank tracks are adequate for what is required of the vehicle - so in "traction mode" the vehicle travels on four small lightweight track units.

Looks like the GLA Stealth Generals' Cobra Tank + Paladin Tank Laser Defense + Crusader Turret (your model).
The Crusader II won't have point defence lasers; in fact it's just the same as the Crusader I in stats but with the toggle-able ability to hover. The circular bit on top is just the commander's cupola with small windows.

I doubt it; the units in these recent updates have yet to make it to the internal betas; which means that they haven't even been tested yet.
Also, though the updates you'll prolly still see fairly regularly, the next content release is probably going to take some time.

ShockWave is in development as we speak. Progress is not as fast as RotR but it's not dormant and most certainly not dead.

The SWR team have their hands more than full with their own projects, and advertising in a mod's space for other mods is generally considered bad form. As it is, SWR are doing fine as they are, and they'll choose their projects.

Yes, Crusader IIs still get sabot shells. I haven't heard of any plans to change China's tank brigades, and as for the GLA... wait and see.

New special ability: On-board Entertainment
Disables the tank for a period but allows it to fire faster and more accurately afterwards as the crew refresh themselves with a hot drink and a good comedy. The DVDs have been specially selected as an episode of Monty Python was once reputed to leave an entire armoured division motionless and unable to fight due to the fact they were laughing too hard, greatly contributing to America's embarrassing defeat in Germany at the hands of the GLA.
