Rise of the Reds – or ROTR for short – improves upon the C&C Generals formula while also adding its own distinct elements to it. Most notably, the mod adds two completely new factions, the tank-heavy Russian Federation and the defence-oriented European Continental Alliance. In addition, the three original factions China, USA and GLA have been greatly expanded and redesigned in a variety of ways, with several new units, buildings, powers and abilities to explore and combine in your in-game tactics.

There's also no lightning-zapping tanks and no cannons that shoot a beam of light into the sky and gets reflected down.
That being said, why not make it jet-powered? It's all awesome and stuff, just wondering.
It's an efficiency thing I believe, not sure if that matters though...
Given it's probably a turboprop, it kind of is. (Well, it's still a gas turbine, anyway).
But yes, as it was already said, greater efficiency (at low speeds) and some other benefits as a side effect(like shorter takeoff distance).
Never mention that it makes the Chinese units UNIQUE compared to American B-52 ( 8 turbojet engines).
