I'm afraid there is no way you can achieve this effect using the standard shaders, no matter how good your textures and normal maps are.
I can't give you any further details at this point, but if you want to learn shader coding for C&C 3, the programming language you're looking for is HLSL. It is very similar to C++, so learning C++ first is probably a good way to start.
