There might be a few mysterious snipers around the NPP...if they aren't killed by stronger and even more frightening creatures! :)
Sure, add some frightening creatures too, but it was always the human element that did it for me in these games. The fact that, no matter how fearsome the mutant and no matter how scary the stories from survivors, all you really need to sort it out is a hit squad from Duty or Freedom and the occasional RPG.
Even in elements as wild and unforgiving as these, humans adapt and evolve their tactics to match.
I'm guessing Monolith will still fill the place, and no corner will be save from an SVD or Vintorez. I always found the AI in Chernobyl seemed pretty stupid at those ranges, but I know you've sorted that. I might actually have to duck into cover now!
It's going to take some testing before I know exactly what is going to be in the NPP map. I have an idea for artifacts that I think will be awesome, but I'm not sure on NPC's and mutants. The NPP map has a very peculiar layout for a STALKER map, and that will partially determine what I include there. I'm pretty sure I won't have ANY friendly units around the NPP though. :)
I think you should put there MOSTLY Monolith fighters and Military fighters, just like in the SoC story, would be really fun IMO.
