what about the none heretics are they going to be in it?
They might be their own faction?
Exactly how many factions are there going to be? Reapers v Councel, or Geth v Reapers v Turians v Alliance v Asari v Salarians v Krogan
Don't forget Quarian, Mass Effect would not be the same without them.

Most likely either a star base or a special type of planet.
