Slops (which is what they're properly called) were invented to give sailors the freedom of movement they required. Trouser length slops first appeared around the late 18th century, superseding the the knee-length variety worn for most of history.

Description

A French sailor in the 1808 service uniform. Unlike their British equivalents, French sailors were fully militarised (British sailors belonged to their ships and were not employed by the Navy) and were issued standard uniforms and weapons.

The uniforms, especially the shakoes, were unpopular and considered unfit for sailors, being too soldier-like. A complaint somewhat alleviated in 1811 with the swapping of shakoes for top-hats.
