That's correct - slaves are available to all factions that choose the Patronage policy.

Description

Just in time for Christmas, I've created a peaceful winter scene to show you some of Macedon's buildings and civilian units. Councillors debate inside the assembly building, priests stand at the temple entrance, and slaves are bought near the city's market. A merchant and caravan head off to distant cities, while a small detachment of Peltastai and Thureophoroi return home.

The terrain is from Azangara's Terrain mod, and I recommend that you get it because it makes the game look so much more appealing and realistic. Download it here: Moddb.com
