That was funny.
He said "woow", it's Russian, as the mod makers. He asked for a prefab of the orange light... But I'm sure it was just photoshopped, we all know how to do this — copy layer, Gaussian blur, layer transparency :)
Actually there's entities and sprites that can give the glow effect. I see no reason to believe this image has been 'shopped.
