You do realize that Covenant Halcyon will break balance in fleet-to-fleet engagements and fleet-to-defences as well, don't you? Despite their stats, each ship takes one MAC hit to be destroyed. Now CAR-class fills this role and does it's job. I'm afraid that this ship will be superior to CAR in every way (as a tank).
There are already people whining how badly they end even standing against normal AI.

The UNSC can't leave this unanswered.

The role already exists in the game. It's the RCS cruiser in the main fleet. We're basically just doing a model swap. RCS will be only a defense fleet ship then. Stats might diverge at the point as well.

OAS is definitely a problem, but the one I can solve. A whole new class of ships made to absorb UNSC Alpha-strikes is something completely different. Something I can't underestimate.

The Covenant fleet has tremendous potential right now. Ten times more than UNSC. Any additional tanks or survivability enhancements will result in their total, unquestionable superiority.

Now we have a wonky balance, which is bad in terms of game ergonomics and good in terms of lore. Such situation offers more challenge, more way to win or lose. More hours of play time.

As I often support the second one, I believe it's okay. But every new class should be designed with great deal of caution.

No, we're going with yellow till our dear friends at SotP Development Team decide to give us a whole new experience from something mysterious and terrifying.

Oh, and for our own sake, cut down that titan. Cov-Buster discharge first, then slam it with volley of nukes. And make sure all strike craft made it out of there, we don't wanna vaporize our own pilots like UNSC Commonwealth's handless captain did, don't we?

First conceived in 2129, the DRP was designed as the lead vessel in countering Kig-Yar pirates and Heretic factions; using less resources to construct and maintain than other vessels of similar size while still possessing the needed durability to combat such elements. While effective, most Sangheili commanders and council members shunned the vessel from mainline use, finding its lack of adequate weaponry an unforgivable flaw. This suspended widespread deployment of the craft until the dawn of the Human-Covenant war.

As the first years of the war progressed, Covenant commanders began to recognize the need to counter heavy hitting UNSC Capital Ships without having to risk losing more valuable assets such as CCS-classes. Thus, the DRP-class was quickly introduced into mainline fleets, being encountered by UNSC forces as early as 2527. Commonly sent ahead of the main force, the DRP had only one objective: absorb as many hits as possible and alleviate pressure from other vessels in the fleet. This abnormal role among Covenant fleets earned the crews of DRP-classes a unique form of respect among other Covenant crews, being heralded as defenders of the fleet.
